The Nordic Council and Council of Ministers have drawn up a joint strategy for Nordic co-operation at the start of the new millennium. It identifies five areas of special interest on their own and as a whole:

• Technology - especially IT and Nordic centres of excellence.
• Welfare and the rights of Nordic citizens to live, work and study in another Nordic country. Demography and migration.
• The internal market in the Nordic Countries and dismantling borders.
• Co-operation with neighbouring countries and regions.
• The environment and sustainable development in energy, transport, forestry, fishery and business.
